Facts
Stanley Plating Co., Inc. (Stanley) (plaintiff) was an electro-plating facility. There was probable cause to believe that Stanley’s electro-plating facility was discharging hazardous waste into its surface impoundments. The district court issued a warrant to inspect Stanley. Stanley moved to quash the warrant authorizing employees of the Environmental Protection Agency (EPA) to inspect the hazardous-waste management facility operated by Stanley.
