Facts
Baruch Ivcher Bronstein (plaintiff) was an Israeli citizen until 1984 at which time he moved to Peru (defendant) and acquired Peruvian citizenship through naturalization. In 1997, the Peruvian government annulled Ivcher’s citizenship, alleging that he did not renounce his prior nationality before competent Peruvian officials, as was required by Peruvian law.
