Facts
The Fort Walton Beach Housing Authority (the housing authority) (defendant) owned housing projects that were rented to low-income people. The housing authority intended to build a new housing project in the neighborhood where Ethel Musgrove (plaintiff) lived. Musgrove’s neighborhood was predominantly composed of African Americans. Further, the vast majority of the residents in the new housing project were expected to be African American. Musgrove brought suit against the housing authority, contending that the new housing project would exacerbate racial segregation in her neighborhood, thereby violating the Fair Housing Act (FHA). The district court dismissed the case, finding that Musgrove did not have standing under the FHA. Musgrove appealed.
