Facts
The Wilmington Housing Authority (WHA) (defendant) owned low-income housing facilities and managed some privately owned facilities. In 2010, the WHA developed a firearms policy for buildings it owned and managed. Among the provisions, the policy barred residents and guests from carrying guns in common areas and required them to have a firearm license available for inspection when there was reasonable cause to believe the policy had been violated. Doe and Boone (plaintiff), residents of WHA buildings, challenged the firearms policy under the Delaware Constitution. The district court found that the policy did not violate the Delaware Constitution, and the residents appealed.
