Facts
The United States (plaintiff) entered into a trade agreement with Japan (defendant), including certain tariff concessions. After the trade agreement was in effect, the United States brought a claim for a violation of the General Agreement on Tariffs and Trade (GATT) against Japan. The claim was based on certain actions allegedly taken by Japan that affected the competitiveness of imported photographic film and paper, including restrictions on opening large retail stores and a complex distribution system.
