Facts
Florida's 1992 redistricting plan split Dade County into seven districts. Five of these districts remained entirely inside Dade County. Of these five districts, four constituted majority-minority districts. Hispanics formed a supermajority of three of these four districts. African Americans constituted the majority of the remaining majority-minority district. Both populations experienced disparate socioeconomic outcomes arising from intrastate histories of discrimination. Alternative strategies for maximizing voting power existed. The district court determined that Florida did not maximize minority-bloc voting power. Thus, the district court found that this redistricting scheme violated § 2 of the Voting Rights Act of 1965.
