Facts
The city of Baltimore (the city) appropriated funds to the Enoch Pratt Free Library of Baltimore City (library) (defendant). The library was required to submit its budget to the city for approval. Louise Kerr (plaintiff), a Black woman, was denied admission to a training class conducted by the library. Subsequently, Kerr brought suit. Kerr alleged that the library racially discriminated against her in violation of the Equal Protection Clause of the Fourteenth Amendment. The district court dismissed the case. Kerr appealed.
