Facts
Lassiter (plaintiff), an African American female citizen of North Carolina, sought to register to vote in that state. North Carolina required the administration of a uniform literacy test for voter registration. This test measured the ability of prospective voters to write and read a passage from the North Carolina Constitution. Lassiter rejected this requirement, and North Carolina rejected her voter-registration application. Lassiter filed an action against the North Carolina State Board of Electors (defendant). Lassiter’s suit alleged that the literacy test violated the Fourteenth and Seventeenth Amendments.
