Facts
The United States (plaintiff) alleged that German sabotage agents blew up two buildings in the United States: the Black Tom Terminal in 1916 and the Kingsland Plant in 1917. The United States sought to hold Germany (defendant) responsible for these acts. The Mixed Claims Commission had previously dismissed the claims, but it agreed to reopen the matter to receive new evidence. In particular, the United States produced evidence of a secret message acknowledging German agents were responsible for the destruction of the buildings. Germany disputed the authenticity of the letter, and experts on both sides submitted expert opinions in support of and against a finding of authenticity.
