Facts
Harry Locklin (plaintiff) owned property adjacent to the Reliez Creek. After landslides caused injury to his property, Locklin brought suit against the City of Lafayette (defendant), contending that the landslides and resultant property damage were caused by the City’s failure to properly maintain the storm drainage system.
