Facts
Marc V. was a disabled child who was entitled to special-education services under the Individuals with Disabilities Education Act (IDEA) from the North East Independent School District (the district) (defendant). Marc’s parents (the plaintiffs) sued the district for violations of the IDEA. During the administrative-review process, more than 140 exhibits of evidence were admitted, and testimony was heard from 18 in-person witnesses, with additional depositions or affidavits from nine other witnesses. The final administrative record totaled more than 1,425 pages. When the case came before a federal district court, Marc’s parents sought to have nine new witnesses give testimony and submit six new exhibits. The district moved to prevent the submission of any new evidence.
