Facts
Benjamin Metsch (plaintiff) applied for admission to the University of Florida College of Law (the university) (defendant). After Metsch was denied admission, he wrote to the university and requested an administrative hearing. The university denied Metsch’s request for an administrative hearing. Metsch appealed that denial.
