Facts
Beverly Monroe (defendant) was convicted of murder. State courts rejected Monroe’s Brady claim. During federal habeas proceedings, Monroe renewed her Brady claim and alleged that eight additional pieces of Brady evidence had surfaced that the state courts did not evaluate. The district court granted Monroe relief based on her Brady claim. The government appealed to the United States Court of Appeals for the Fourth Circuit, arguing that the district court did not properly defer to the state-court decisions regarding Monroe’s older Brady claims.
