Facts
The State of Illinois (defendant) passed a law prohibiting people from carrying loaded, ready-to-use weapons in public areas. The law contained exceptions for police, hunters, and a few other types of people, but it applied to most individuals. Two separate cases were filed alleging that the law violated the Second Amendment and seeking to permanently enjoin, i.e., prevent, the state from enforcing the law. In each case, the district court found that the law was constitutional. Both cases were appealed, and the Seventh Circuit considered both appeals together.
