Facts

The Local 3, International Brotherhood of Electrical Workers (IBEW) (defendant), protested when the government awarded a post-office-renovation contract to a contractor that recognized a different union. IBEW picketed the building, including side- and rear-delivery areas not used by the general public, and twice turned away attempted deliveries. IBEW claimed it intended to either have the electrical subcontract given to a company that recognized IBEW as bargaining representative or simply get rid of the contractor. The National Labor Relations Board (NLRB) (plaintiff) found the picketing violated the National Labor Relations Act (NLRA) and sought court enforcement of its order.
