Facts
The National Wildlife Federation (plaintiff) sued the United States (defendant) for mandamus and declaratory relief in federal district court. Specifically, the National Wildlife Federation requested that the court order the president of the United States to provide a more adequate explanation for recommending lesser Forest Service funding under the Forest and Rangeland Renewable Resources Planning Act. The district court declined to provide the relief sought, and the National Wildlife Federation appealed to the United States Court of Appeals for the District of Columbia Circuit.
