Facts
Jamie Crump Neilson (plaintiff) filed a petition on behalf of her daughter, Kendra Diane Crump (plaintiff), to obtain a domestic-violence order of protection against Crump’s former boyfriend, Jacob Michael Blanchette (defendant). At the time of the filing, Crump was 14 years old and Blanchette was 17 years old. In the petition, Neilson stated that Blanchette had physically and sexually assaulted Crump. The trial court entered the domestic-violence protection order after finding that Blanchette had committed acts of domestic violence against Crump while they were dating. Blanchette appealed on the ground that the incidents that occurred between Blanchette and Crump could not be defined as incidents of domestic violence in accordance with Washington law.
