Facts
A New York law required individuals to demonstrate a special need for self-defense beyond that of the ordinary public to obtain a license to carry a concealed handgun in public. The New York State Rifle & Pistol Association challenged that law in court, arguing that the law violated the Second and Fourteenth Amendments.
