Facts
Rosendo Radilla Pacheco was a social activist in the Mexican state of Guerrero and was involved with the Regional Farmers’ Committee and the Agricultural League of the South Emiliano Zapata. On August 25, 1974, the Mexican Army in Guerrero arrested Mr. Radilla Pacheco. Mr. Radilla Pacheco disappeared following this arrest. In the 1990s, the family of Mr. Radilla Pacheco began filing criminal complaints about Mr. Radilla Pacheco’s disappearance, but nothing came of these criminal complaints. In the 2000s, the Office of the Attorney General of the Republic began investigating disappearances like Mr. Radilla Pacheco’s, but nothing came of these investigations. The family of Mr. Radilla Pacheco filed a petition before the Inter-American Commission on Human Rights against the government of Mexico. The Inter-American Court of Human Rights found the state of Mexico violated the American Convention on Human Rights regarding the disappearance of Mr. Radilla Pacheco. The Mexican Supreme Court considered the role of the Mexican judicial system in enforcing decisions from the Inter-American Court of Human Rights.
