Facts
The original Voting Rights Act made it illegal for certain jurisdictions to make literacy tests a prerequisite to voting. Congress extended that ban to all state and national elections through the Voting Rights Act Amendments of 1970. The amendments also lowered the voting age from 21 to 18 for all state and national elections.
