Facts
Congress enacted the first version of the Computer Fraud and Abuse Act (CFAA) in 1984 in response to a growing wave of computer crime but limited it to government-owned computers from which classified defense information was stolen or to obtain certain consumer financial information. Congress amended the CFAA over time to criminalize additional conduct, including the use of computer worms and viruses, and also added civil remedies. In 1996, Congress further amended the law to cover computers in the private sector. [Editor’s Note: No further information provided in casebook excerpt.]
