Facts
The Chicago Park District (the park district) adopted an appropriation ordinance stating that funds were being appropriated for the custodial care of school facilities. The ordinance also stated that the school facilities were used for the park district’s recreational activities. W. E. Brewster (plaintiff), a taxpayer, brought suit against the Cook County treasurer (defendant), contending that the park district’s appropriation was invalid. The trial court found that the appropriation was valid. Brewster appealed.
