Facts
The Illinois General Assembly passed a bill providing for the conveyance of submerged lands in Lake Michigan to the United States Steel Corporation. The Attorney General (plaintiff) sued the Chicago Park District (defendant), arguing that the conveyance violated the public-trust doctrine. The court ruled in the Attorney General’s favor, and Chicago appealed to the Illinois Supreme Court. Chicago argued that the conveyance served the public trust through additional employment and economic improvement.
