Facts
A California law prohibited the carrying of concealed weapons, except for gun owners with licenses to carry. Obtaining a license to carry required applicants to establish good cause. The lawsuit was initiated by applicants who wished to carry concealed firearms in public but failed to meet their county’s requirements for showing good cause.
