Facts
A Tennessee statute allowed nonlawyer agents to represent taxpayers in contesting property assessments before a board of equalization. The state attorney general and the state board of equalization challenged the constitutionality of the statute on the grounds that the statute sanctioned the unlicensed practice of law and infringed on the judiciary’s inherent authority to regulate the practice of law. The matter went before a special master, whose findings of fact and conclusions of law went before the supreme court for review.
