Facts
The Food and Drug Administration promulgated a regulation requiring that certain information be included in estrogen drug packets and that such information be provided to patients every time the drug was dispensed or administered. The Pharmaceutical Manufacturers Association (plaintiff) sued, arguing that such a regulation interfered with the doctor-patient relationship and violated doctors’ constitutional rights.
