Evidence presented to the trial chamber supported that Édouard Karemera and Matthieu Ngirumpatse (defendants) established an agreement constituting a joint criminal enterprise with the intent to commit genocide and kill people identifying as Tutsi in Rwanda. As part of its deliberations, the trial chamber considered whether a conviction for both genocide and the related charge of conspiracy to commit genocide could be entered.
