Facts
Luis Sánchez Valle and Jaime Gómez Vázquez (defendants) each sold a gun to an undercover officer in Puerto Rico. Puerto Rican prosecutors indicted them for selling a firearm without a permit in violation of Puerto Rican law. Federal grand juries also indicted them for violations of analogous United States gun-trafficking laws based on the same transactions. Valle and Vázquez both pleaded guilty to the federal charges. The Supreme Court granted certiorari to determine whether the Double Jeopardy Clause barred both the United States and Puerto Rican governments from prosecuting Valle and Vázquez for the same conduct.
