Facts
Luis Sanchez Valle and Jaime Gomez Vazquez (defendants) each sold a gun to an undercover officer in Puerto Rico. Each defendant was charged with weapons charges by both the Commonwealth of Puerto Rico and the United States federal government. The defendants both pled guilty to the federal charges. The United States Supreme Court granted certiorari to determine whether Puerto Rico could prosecute the defendants for the same conduct after they were prosecuted by the federal government.
