Facts
Hissene Habre, the former President of the Republic of Chad, allegedly committed torture and other crimes against humanity. The Kingdom of Belgium (plaintiff) filed an application with the International Court of Justice, seeking to compel the Republic of Senegal (defendant) to prosecute Habre or otherwise extradite him to Belgium for prosecution there. Belgium based the application on the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment of Punishment and customary international law.
