Facts
Pursuant to the United States’ extradition treaty with the United Kingdom, the United Kingdom requested extradition of William Joseph Quinn (plaintiff). In 1974–1975, Quinn, a member of the Irish Republican Army, was accused of murdering Police Constable Tibble and conspiring to bomb London. Quinn opposed extradition, filing a writ of habeas corpus petition. The district court granted Quinn’s petition, ruling that the political-offense exception precluded his extradition. The United States (defendant) appealed.
