Facts
In the aftermath of Hurricane Katrina, the New Orleans Police Department (NOPD) (defendant) terminated the employment of several NOPD officers, including Reed (plaintiff), without providing a pre-termination hearing. The New Orleans Civil Service Commission (CSC) reversed the dismissals, finding the dismissals were illegal due to the lack of pre-termination hearings, as required by CSC rules.
