Facts
Reinhard Gebhard was a German national with a German law degree and a member of a German bar association. Gebhard moved to Italy and opened a law office in Milan. The Milan Bar Council initiated proceedings against Gebhard on the grounds that Gebhard pursued a professional activity in Italy using the title of lawyer. Gebhard argued that denying him the right to pursue professional activity in Italy violated Gebhard’s rights under the Treaty on the Functioning of the European Union (TFEU).
