Facts
Los Angeles County (county) (defendant) operated six county hospitals, including the Rancho Los Amigos National Rehabilitation Center (Rancho). Rancho specialized in rehabilitating and caring for patients with chronic diseases and disabilities. In an effort to reduce costs, the county consolidated treatment services for severe disabilities from the six hospitals into Rancho alone. However, due to more anticipated budget issues, the county decided to close Rancho entirely. Upon closure, the reallocated disability services and treatments would not have been effectively provided at any of the remaining hospitals. A group of disabled residents (plaintiffs) filed suit against the county, claiming that the county’s plan violated the Americans with Disabilities Act (ADA) and seeking a preliminary injunction to stop the Rancho closure. The district court granted the preliminary injunction, and the county appealed the decision to the Ninth Circuit.
