Facts
A Texas statute required certain school districts to participate in a federal program that subsidized school breakfasts. The Garland Independent School District (the school district) (plaintiff) did not want to participate in the program and sued the State of Texas (the state) (defendant), seeking declaratory and injunctive relief. The state argued that the school district, as a municipal entity, did not have standing to sue the state.
