Facts
In 1917, the Russian Socialist Federated Soviet Republic (RSFSR) (plaintiff) was established after the Bolshevik Revolution in Russia. The United States Department of State refused to recognize the RSFSR as its own sovereign on the ground that its leaders acted immorally and could not be trusted to observe international obligations and norms. Because the United States did not recognize the RSFSR as its own sovereign, a property-dispute claim brought by the RSFSR against Cibrario (defendant) was dismissed by the lower court. The matter was appealed.
