Facts
Juatassa Sims (plaintiff) applied for disability benefits under the Social Security Act. A state agency denied her application. Sims appealed, and an administrative law judge (ALJ) for the Social Security Administration (SSA) affirmed the denial. Sims petitioned for review of the decision by the Social Security Appeals Council (SSAC). The SSAC denied review, thus rendering the ALJ’s decision the SSA’s final decision. Sims appealed to the United States Court of Appeals for the Fifth Circuit. The court of appeals affirmed, finding that it lacked jurisdiction because Sims raised issues on appeal that she had not raised in her petition for review before the SSAC. The United States Supreme Court granted certiorari.
