Facts
Dixie Slover (plaintiff) filed a claim for workers’ compensation due to injuries arising out of her employment with Xenia (defendant). Slover and Xenia entered into a settlement contract that obligated Xenia to pay Slover’s medical bills. Subsequently, Slover filed a petition in circuit court pursuant to § 19(g) of the Workers’ Compensation Act (the act), alleging that Xenia had failed to pay all of Slover’s medical bills. Slover filed the settlement contract with the circuit court. The filed settlement contract bore a stamp that stated, “Approved and Certified pursuant to 48 IL Rev. Stat. 138.14,” and the stamp included signatures of the members of the Industrial Commission and the arbitrator. The filed contract was not signed by the secretary or assistant secretary of the Industrial Commission. Xenia filed a motion to dismiss, arguing that the circuit court lacked jurisdiction due to Slover’s failure to file a certified copy of the settlement contract. The circuit court agreed and granted Xenia’s motion. Slover appealed.
