Facts
The Iowa Liquor Control Commission (Commission) (defendant) issued Iris Smith (plaintiff) a state permit to sell beer at her tavern. The Commission revoked Smith’s beer license after one of her employees sold beer to a minor. Smith challenged the revocation in district court, arguing the Commission’s order violated her constitutional right to due process because it was issued without notice or an opportunity to be heard. The district court sustained the revocation.
