Facts
The Israeli legislature enacted an enabling statute that permitted local municipalities to regulate the sale of pork in the municipality. Tiberias Municipality, Beit Shames Municipality, and Carmel Municipality prohibited the sale of pork in all or some areas of the municipal boundaries. Marina Solodkin (plaintiff) filed a petition against the mayors of the municipalities (defendants), seeking to invalidate the local laws prohibiting the sale of pork. Solodkin argued that the local laws violated the sellers’ freedom of occupation and the consumers’ right to a lifestyle free from religious coercion.
