Facts
The rights of several children—who were neither citizens nor residents of Israel—to continue residing in Israel were being reviewed by a government agency. These children were receiving basic health services through the National Health Insurance Law, as well as some additional services from a health fund through a separate agreement with the government. However, the children’s parents wanted the children to receive the full range of services provided by the health funds. Solomtin sued Israel’s minister of health on behalf of the children, seeking to compel the minister of health to provide the full range of services to the children.
