Facts
A group of citizens in the village of Willoughby Hills (the citizens) (plaintiff) attempted to place an initiative petition on the ballot. The initiative petition stated that Willoughby Hills residents wanted the president of the United States to bring all American troops home from Vietnam. The Board of Elections of Lake County (the board) (defendant) refused to place the initiative petition on the ballot. The citizens filed a request for a writ of mandamus, seeking to compel the board to place the initiative petition on the ballot. The Ohio Supreme Court had original jurisdiction to hear the case.
