Facts
Teamsters Local 726 (the union) (plaintiff) entered into collective-bargaining negotiations with the city of Markham (the city) (defendant) regarding a new contract. Unresolved issues between the parties were submitted for compulsory interest arbitration with the Illinois Labor Relations Board. However, the parties would not agree with certain provisions about neutral arbitration. The union argued in favor of language regarding neutral arbitration for disciplinary matters that was used by a previous arbitrator and was in two prior contracts between the parties. The city argued that all disciplinary matters should be decided by the Board of Police and Fire Commission (the board).
