Facts
The Daniel Ball (defendant) was a steamship that operated on Grand River only in Michigan and transported people and merchandise between Grand Rapids, MI and Grand Haven, MI. Because the ship was never licensed or inspected for safety as required by United States law, the United States Government (plaintiff) sued for a $500 fine. The district court dismissed the suit, but the circuit court reversed.
