Facts
In 1901, 1902, and 1903, Venezuela (defendant) issued decrees suspending river traffic on the Zulia River. Faber was a German subject who resided and conducted business in Colombia. The closing of the ports along the Zulia River negatively impacted Faber’s business ventures. Germany (plaintiff), on behalf of Faber, instituted an action claiming that a state denying another state from transporting its commerce to the market constituted an act of hostility.
