Facts
Total Access, Inc. (Total) (plaintiff), an Internet-service provider, sued Caddo Electric Cooperative (Caddo) (defendant), alleging that Caddo’s actions in operating a competing Internet-service provider were ultra vires. The trial court granted Caddo’s motion to dismiss on the ground that Total lacked standing to bring the action.
