Facts
The United States Coast Guard alerted the Panamanian government that a ship was trafficking drugs in Panamanian waters. The Panamanians authorized the United States (plaintiff) to prosecute the drug traffickers (the traffickers) (defendants) in the United States under Congress’s constitutional power to define and punish offenses that are against the Law of Nations. The traffickers were convicted under the Maritime Drug Law Enforcement Act, which criminalized the shipment of cocaine. The traffickers appealed, arguing that Congress could not authorize the prosecution of drug-trafficking crimes that occurred in foreign waters.
