Facts
The United States government (plaintiff) brought a civil suit against Detroit and the Detroit Police Department (defendants) under 42 U.S.C. § 14141, alleging that the police continuously violated citizens’ constitutional rights through use of excessive force, false arrests, illegal detentions, and poor confinement conditions. The parties sought to enter a consent judgment that would remediate these constitutional violations.
