Facts
Aaron Heaton (defendant) was charged with using a means of interstate commerce to entice a minor to engage in unlawful sexual activity. Nine months later, the government (plaintiff) moved for leave to dismiss the charge without prejudice in the interest of justice. The motion was a single sentence and did not provide the reasons for dismissal.
