Facts
Jerry Mitchell (defendant) is a United States citizen who caught dolphins in the Bahamas and brought them to an aquarium in England. Mitchell was arrested for violation of the Marine Mammal Protection Act (MMPA), which prohibited United States citizens from capturing marine mammals. The district court found Mitchell guilty of violating the MMPA even though the acts occurred outside the United States, holding that the law did not have geographic limitations.
